Quantitative Literacy: Strength in numbers

Illiteracy is a lack of skills perceived as being necessary to fulfill certain objectives by individuals, community members, consumers and employees, while quantitative literacy is the ability to read, write and to comprehend and use numbers adequately to satisfy the requirements the learner or his place of employment sets for him as being important for his life. Quantitative literacy is also for enabling a person to continue to use reading, writing, and calculation for their own and their place of employment's development.

Illiteracy should be viewed as under-education, from those who cannot read and calculate at all at the one end, to those who have less than high school education at the other end. People at different points along this scale have different needs, but learners entering a training centre for basic learning have a baseline assessment which will reveal at what level they are.
